Mr. Quinn previously served as Global Government & Public Sector Leader at PwC, overseeing a $2.3 billion global practice operating in more than 100 countries. Earlier in his career, Mr. Quinn served in leadership roles supporting the DoD, DHS, DoJ, and DoS, and worked at Raytheon on Patriot Missile System programs. He served in the U.S. Air Force prior to attending VCU, where he earned a BS in Physics. He is a long-term member of the Association of Proposal Management Professionals (APMP), is Foundation-certified, and serves as Executive Board Vice President and Committee Co-Chair of the APMP NCA Graduate Pathway Program.
Mr. Mayes is a senior executive with more than 35 years of extensive experience in federal acquisition and contracting. He has held high-profile positions incorporating program management, acquisition and contracts, and business/financial management. He retired from the Federal Government in 2025 as a Senior Executive Service (SES) member within the Department of War.
His last assignment was as the Head of Contracting Activity and Senior Contracting Official for the Missile Defense Agency (MDA), where he oversaw all aspects of contract strategy, execution, and administration for one of the most complex acquisition portfolios in the DoD. He has a proven record of leading and negotiating large-scale acquisitions involving weapons systems production, R&D, construction, IT, and complex engineering services.
Mr. Mayes has served in senior leadership roles with GSA's Assisted Acquisition Services, the U.S. Army Corps of Engineers – Huntsville, U.S. Army Contracting Command – Redstone, and MDA. He holds a Bachelor's in Management of Technology, a Master's in Acquisition and Project Management, and an executive leadership certification from UVA's Darden School of Business.
Gregg has extensive senior executive-level leadership and management experience, leading and directing large, complex defense and intelligence community organizations in operational, joint, and NATO environments. He is a retired Major General with more than 32 years of military and intelligence community experience, including command roles and numerous Director of Intelligence (J2) positions at the tactical, operational, and strategic levels.
Notable assignments include ISAF CJ2 Afghanistan, Commanding General of the Intelligence Center of Excellence and Fort Huachuca, Vice J2 on the Joint Staff, and J2 for European Command and Joint Special Operations Command. His final active-duty assignment was as the Director of Signals Intelligence for the National Security Agency. He also has significant experience in cybersecurity.
After retiring from active duty, Gregg joined Northrop Grumman, where he serves on the Army Customer Relations team, helping develop, grow, and guide Army business across the company. Gregg graduated from the University of Vermont with a BS in Forestry and earned an MS in Strategy from the U.S. Army War College in Carlisle, Pennsylvania.
